Understanding the New Ground Handling Regulation: What Aviation Businesses Need to Know

Significant Changes for Aviation Ground Operations

Ground handling includes all the activities at an aerodrome that prepare an aircraft for departure, from baggage and cargo handling, passenger boarding, aircraft servicing and refuelling, to de-icing and turnaround coordination.

Ground Handling Regulations are being implemented across the EU and the UK, which will affect companies providing ground services.

New Regulations

  • Commission Delegated Regulation (EU) 2025/20 — sets safety and compliance requirements for organisations providing ground handling services.
  • Commission Implementing Regulation (EU) 2025/23 — defines how national authorities must oversee these services.
  • UK CAA CAP3183 provides details of the proposed UK regulation. (consultation ends 30 Jan 2026)

Why Regulate Ground Handling?

The regulation aims to ensure ground handling organisations have a robust safety management system, structured training, and proper documentation.

This is the first time ground handling has been included in aviation safety regulation at the EU level — closing a long-standing gap.

How will this Impact Ground Handling?

Organisations with mature and implemented systems and processes will be better positioned to comply with the new regulations. Companies without established procedures will need to develop them to reach compliance. Key points include:

  • Safety Management Systems (SMS)

    Ground handling organisations must build and maintain proportionate Safety Management Systems to identify and mitigate risks proactively.

  • Training & Competence

    Personnel must be appropriately trained and competent to safely perform ground handling operations.

  • Documentation & Manuals

    Organisations will need proper procedural manuals, record keeping, and compliance policies.

  • Oversight by Authorities

    National aviation authorities (e.g. CAA) will inspect and monitor compliance as part of their oversight duties.
