Hold Baggage Reconciliation (HBR) is a crucial security function and a mandatory training requirement for individuals involved in the HBR process. Candidates must complete a background check before gaining access to the course.
We offer the following course versions:
- HBR for Check-in and Gate Staff
- HBR for Baggage Handlers and Aircraft Loaders
- HBR for FBO Multi-skilled Roles
- HBR for Appointed Persons
Courses can be completed entirely online, except for the Appointed Person version, which requires a practical assessment.

- Module 6 – An Overview of Hold Baggage Reconciliation
- Module 7 – Procedures and Techniques of Baggage Reconciliation – Check-In
- Module 8 – Baggage Make-up and Transfer
- Module 9 – Aircraft Loading
- Module 10 – The Gate
- Module 11 – The Appointed Person
Modules 1-5 will be required if the candidate does not already have a valid GSAT certificate.

Assessment
All versions of this course include an online knowledge test with a pass mark of 80%. It can be attempted up to 3 times.
The Appointed Person version of the course requires a live practical assessment. This will be conducted live via Microsoft Teams or in person, under the supervision of a CAA instructor.

Who should do this course?
Anyone involved in the hold baggage reconciliation process requires HBR training. This includes check-in staff, gate staff, baggage loaders, ramp staff, aircraft loading supervisors, and more.

Certificate
This course includes a PDF certificate upon successful completion, which is available immediately upon completion.
The appointed person certificate is valid for 2 years, the other versions are valid for 5 years.
However, refresher training will be required if competencies are not exercised for six months or more (e.g., long-term sickness or extended leave).
Some airports may also require more frequent refresher training.
